More information would be good, but what I think your asking is does he get help with the cost of going home after his release. The answerer is yes.

In the federal system they will provide the person with a bus ticket home. They do not leave it up to the person to figure out how to get home.

Before the person is released he needs to speak with either his counselor or his unit manager and make sure that arrangements are going to be made.

They usually go through what is called pre-release and many of these things are brought up then. That is usually done through their unit manager.
