Many countries are not required to have a visitors visa to visit Canada. Those that do, Canada will sometimes require a letter of invitation from the person/s you are visiting.
At the point of entry, you will be questioned as to your intentions for visiting Canada, the money you have available to spend while in the country, when you are leaving, and other information.

I would say yes, because most of those visiting don't need a visa. lol. Europe, North America, Japan, Australia, New Zealand, and Israel don't need one. Where are you from? Check out the link to see if your country needs one or not, and the instructions and form are there if you do. Even if you need one, It looks pretty basic. As stated, money and a job help. That you are legitimately can afford to travel here, and will be returning home afterward, and don't overly look like you are trying to bypass the refugee immigration process. But it seems to happen a lot anyway. Health and not a criminal are other things they look for.
You specify a visitors visa. It is a different process for working visa, study visa, or immigrating.
