Ok so you want a Hotel, but do you want it for the Wedding Party or for Romancing the Bride after the Wedding?
The best romantic place I ever took someone was in Edinburgh.
A place on the Royal Mile (Next to the Castle and I mean right next to it).
Cost is about £240 a night if I remember but includes Champagne and Strawberries, they have a Restuarant and the place is stunning.
It's called "The Witchery by the Castle" and the room to get is
"The Inner Sanctum"
Even if you don't go for your wedding, go there for a treat with your lady. It's right next to the car park where they hold the Edinburgh Tattoo.
Inside the room you have the typical four poster, coal fire, leather sofa, a dresser that hides a cd and dvd player a seperate on suite, a small entrance has a library where the numerous famous guests sign in the visitors book.
They have other rooms but this one is brilliant. It looks about 300yrs old inside, you can't wear your normal clothes in there it's just not right, we stripped and put on the dressing gowns supplied.
I booked a winter night, and the only time we stopped shaggin' was to go on a ghost tour, which gave an atmosphere to the night. Good old local pubs and a chippy nearby too.
Don't think you'll get a booking for New Year though, it is Scotland. Book well in advance......10/10 on the Romance Scale.
For the wedding party, I don't know where you live but, the hotel where Hugh Grant romanced Andie MacDowell in Four Weddings and a Funeral is "The Crown" in Amersham Buckinghamshire.

I'm guessing you're not from the UK so rather than hotel here's some ideas for historic areas:
Bath- beautiful Roman history, quite posh, could easily find a good hotel
Edinburgh- might get snow, is the New Year capital of the UK, WAY better than London (normally have street parties that you need tickets for but with big bands etc..which means hotels fill up QUICK. For SUPER expensive luxury try The Witchery or Prestonfield house).
London- obviously. Try 'posh' areas like Kensington chelsea or notting hill.
York- massive of British history to be had and cheaper than London (and more friendly)
Those are some of the best historic place. Bear in mind the weather will be AWFUL! We are not blessed with good weather around new years! Scotland might get snow which at least is pretty!

Try the winchester royal - a historic hotel in Winchester (which used to be the capital of England) that has kings and queens stay - it has excellent service and food and a brilliant garden for pictures etc!

Do a search in Richmond, some lovely hotels and restaurants, Petersham etc. My friend married 2 years ago at aprivate house nearby, sorr can't remember name at mo but very private with spacious grounds, just search Richmond upon Thames

Have no idea but do google search on something wedding venue or wedding reception. See what comes up. If you find a venure you like, ask another question to get feedback on the venue.
