well first off, MOST city workers use personal cells, though the winking could mean something. If he hasn't asked anything else from you, then i don't think you should call him.

Why not just leave him a sexy voice mail? Tell him all the things you would love to do with him, then make a date. Good luck, personally I think you should tell him you want to tie him up and have your wicked way with him. but that's just me.
