Lynci: I am a nontheist--a Humanist--but the question is neither asked disrespectfully nor with tongue in cheek. I am soliciting the viewpoints of others to help me understand how they think.

From personal experience, yes, He does.

I have been angry with Him, I have told Him He did not mean it when He said He loved me, I have questioned Him so many times, I have sinned innumerable times and when I ask for forgiveness, He gives it to me unstintingly.

I don't know anyone else, dead or alive, who cares this much for me.

I am wondering: is your question actually "tongue in cheek" since you claim to be a non-theist?! I consider myself an uncommitted agnostic so possibly should not attempt to answer, but, if I were a believer, I think I might tend to wonder whether God has actually turned his back on us (rather than simply his cheek) considering the state of our world currently. I'd hope that God might make his position clear to us in the present rather than to require his followers to demonstrate faith in his ancient word, and I would wish that he would make evident which of his many belief systems is the ultimate one. If indeed he does exist, he must assuredly feel that he has followed the advice to "turn the other cheek" and that it, too, is being struck with great regularity!
