It's Rangers. The S.F.A issue all referees with guidelines at the start of each season on what is, and what isn't a penalty.

But none of them read it and just award them all to Rangers. It keeps things simple so they don't have to think too much.

it's near enough eachy peachy..
rangers have had more this year, Hearts had 16 last year, celtic had the most the year before it kinda evens itself out.. so no SFA/ Rangers conspiracy it's only in the minds of all the junglies out there

Rankers!! and I'd wager they've had the least given against them as well even though their slapstick defence is always under pressure and flailing about in the box.
