Because you feel badly about this, in my opinion, means that you can be all bad, so if she's a friend, as you say, then hopefully she is enough of a friend to hear your apology and give you respect for it. Simply explaining what you said on line ought to do it. You have total respect for her, but please don't hold it against you that you're a man, after all, and that she is a beautiful woman and you appreciate that, You certainly did not mean anything disrespectful, just appreciating some of her fine qualities. I couldn't hurt you to try to explain.
Just make it an intro to a much larger conversation. Say hello, and start into an apology. Something like..
" I wanted to talk to you about what happened yesterday. I found myself staring at you and couldn't stop. I was just admiring how nice you looked in your outfit. (say something about how it set off her eyes or something) I hope I didn't make you feel uncomfortable."
If she's not uncomfortable, you're in. She's now open to talking to you. If she was uncomfortable, she will more than likely tell you right then that she thinks you're a creep.
Either way you will know.

You're a man. Don't be ashamed of it. women wear form-fitting clothes because they want guys to notice. Maybe you should ask her out on a date. Don't stare at them though. A quick glance is fine. They hate to feel like you only appreciate their looks and not their mind. If you think you made her feel degraded then you should either apologize, or tell her a sincere compliment about her mental abilities or tell her she makes you laugh or has a great personality.

Don't mention it. It'll only make it worse and confirm that you were definitely looking at her (whereas right now she may not know for certain). Just let some time pass by--and in the meantime, treat her like a colleague, and she'll probably think it was her imagination.

dont say anything, men look at our breasts all the time, even Friends, i just think OK so he noticed i am female not a problem,
but if he mentioned it, it would move it up to another level and become embarrassing so just forget it. what you did was natural and perhaps slightly astonishing you haven't dont it before

No you shouldn't feel bad, it is no big deal it just shows you are a normal red-blooded male. You say you like her as a friend so say nothing and treat the lady concerned as normal. She probably thought nothing of it. If her boobs are that attractive she is probably used to men looking. Carry on as usual! The problem is in your mind not hers!

If she asks tell her you like them and you were looking at her boobs a woman said to me one what are you looking at i said your **** their georgeous whys that you know what she did ........ she gave me a kiss and a playfull punch on the arm so i guess you should in my opinion not in hells chance apologise . .

Best not to mention it, women can be very strange.
A Secretary in one of our offices once reported me at work for looking, and I only had the my opera glasses on her for a couple of minutes!

if she is a friend indeed, take another female friend with you and apologize if you made her uncomfortable. tell her you are a dog that likes looking at women but you value their friendships too much not to say anything and that you brought your other friend with you so that the office wouldn't be starting rumors about you and her.

No, she knew what she was wearing before she left the house. Women know people are going to look so she should not take it the wrong way. However if she start acting funny just say something friendly to ease her mind.
