The legality of this would be base on the state you live in. Under the context of the laws where it was deemed illegal it was based on the fact that spraying the blocker on your license plate impeded with the ability of police officers to perform there duty, thus it is usually a misdemeanor offense of, "impeding with the due process of the law." In that it is an intentional act designed to thwart a legally sanctioned method for apprehending traffic voilaters and as such shows an intent to break the law.

I'm not a lawyer but you could find out more easily by contacting your police department. No joke they will tell you and I guaruntee they are not going to tell every police officer to watch for your specific car cause you enquired about whether or not to spray blocker on your plate(s).

The only real trick to get around them is to purchase the plastic shield which covers the license plate. Make sure you buy one which has the metallic flakes within the plastic. The flakes allow you to see the plate without any problem, but when there is a flash the photons from the light source bounce off the metallic flakes and will block the picture most of the time. Even though this is the best way to go, there is no guarantee. So no matter what you are taking chances. But the spray is crap... Sorry but you got screwed. Good Luck

Check your own state laws. In most states it's illegal to "alter or deface" the license plates on your car.

So why are you worried about this, anyway? If you followed the traffic laws you wouldn't have anything to worry about.

Just follow the speed limits and do not run red lights. If you run a red light, a lot worse can happen to you than getting a ticket. Photo blocker also won't stop a policeman from seeing you or a radar gun from checking your speed.
