How long would it take for him to get off weed in order to renuvate and experience same effects of low dose weed.

What kind of marijuana is he on? Why not try a different kind?
If he is not legal and buying it on the streets who knows what kind he is on. If he is getting it legal then he should have a name of the type he has. Try a different strain.

tell them to quit smoking for a month...then you will get stoned to the bone off of a small amount of weed

I don't know but last week I saw some brain scans of people who had used marijuana and they were very damaged brains. It might be best if your friend would go into rehab and drop the habit altogether.

Usually a couple of weeks to a month, depending on how much he smokes. Ok, lets see how many people tell you he should not be smoking pot!!
