Hey! No fear, help is here! The wall over the bed is a fantastic place to use fabric for a backdrop behind the bed and night stands. Use the same panels that are on your windows. If you don't have any panels yet this is a good place to start! Find something in your room that you love (a pillow, a photo, a piece of art) and allow this to become the inspiration for your accent color.
Also, I find (in my cream-ish color) apartment that lots of low lighting is a great way to add drama and pools of light in the room. I found some fantastic lamps for around $10 - $15 at the Dollar General Store and Big Lots. I use 40 watt bulbs in each. Believe it or not places like The Family Dollar and the Dollar General have some very attractive accessories and art pieces! Stunning I know! You will have to make several trips because the inventory rotates, but for myself and friends I've found small bookcases useful as nightstands, lamps, small rugs, mirrors and artwork. For $50 you can nearly complete the look of a small bedroom. Let me know how it goes!

In the past when I've shared an apartment it meant a lot to have a room that was you. A place that was all yours that you could escape to.
So I would start out with choosing colors that you would like to have in your room.
You could hang a "curtain" in the colors you like to perk up your walls. The curtain could be a real curtain or just some material that you hang. Check out your local department stores in their craft area.
Draw the colors into the rest of your room with accessories. Decorating can be so inexpensive try looking at Salvation stores and etc. To keep away from clutter you can also look for baskets.
Your room should reflect you and be your haven.

Maybe you can get some colorful bedding and little throw rugs. You could dye some of the things you have to save some money from buying new ones. A tapestry or something colorful that you like on the wall would add color.

a cheap way to decorate a room is find a theme u like. my daughter for example loves chinese fans and umbrellas, hang them on the walls, colorful as they are they brighten a room up
also depending on wattage of light can make a big diffrence
put like potpurri out and candles or fountains u can buy farely cheap, sheleves, pictures................... if u r on a tight budget go to http://www.freecycle.org/allgroups.html, find your state and city closest to you and see what is offerd. everything on that website has to be free, that is where we get a lot of stuff for decorating

Put a cool boarder up or buy some cheep cool looking fabric and use tacks and make pattern of some sort on the wall or cut it in a curvy style and use it as a boarder ........
