the police need to witness the trashing or catch them red-handed.. in which case they would do something about it.
Set up a security camera to watch the car overnight. If you have video, then you have something to work with!

You need to provide a little more details. Are they wrecking his car or are they doing damage to his car and how? If they are wrecking it...why is your brother letting them drive it? If they are doing damage to the car...keep reporting it to the police but you will have to find some kind of proof they are the ones that did the damage. Witnesses would help the police take this seriously.

Go to the police station, and talk with the Watch Commander. Explaine that you're trying to do the right thing, but you have'nt been getting any cooperation from the police that you've talked to. Tell the Watch commander your situation, and explain how these guys are wrecking his car, and you need them to assist you with preventing a controllable situation from getting out of control

Got Proof Daniel.
Take it to the sheriff for the county, I find it real hard to believe they police will do nothing, If you know who is doing the damage then don't ask the police to do anything just file charges against the people who you know are doing the damage, that will force the Police Dept. hand to go investigate. It's called destruction of property. It is worth a camera and a video tape.

If you could get any type of proof such as a picture of the culprits at work the police have no choice but to pursue it, especially if an insurance co is involved. the insurance co will want someone other than their co to put out.

Report the Police. I know must cops are useless,but they must have a boss. Report it to him or her. If that does not work call the Mayor of your area. Or call the local paper and see If there interested on a story about the cops not doing there job. Remember there public employees they work for you.
