Are you talking about a training skin? The guys I know use pigs feet. And each other.

You CAN practice on a pigskin. infact if you get one, tattoo it and then have it preserved once its hung on the wall it looks like you took someones skin off (great conversation piece). Grapefruit also works well to show you how to handle a needle but there is no real substitute for actual skin. And before going near that there are many months of watching and learning.
Tattoo skin is basically rubber. It feels and looks like the bottom of a rubber non stick shoe. Its not very accurate at showing how to tattoo, mostly because the ink stains it so its hard to see your work properly and therefore see your mistakes. And also because it has about 5x more "bounce" to it than real skin, so you have to physically push the machine in, something that if you do on real skin will cause a lot of scarring.

Fake Tattoo Practice skin is made of a rubber substance that is about 1/8 of an inch thick and does not feel like real skin. It is best only to be used as a practice to get the feel of your tattoo machine. Real skin is so much more flexible and soft...but it's good to start with. The fake skin feels like the same stuff they make those practice kickboxing dummies skin out of...you know..."BOB". I preferred a bag of Grapefruit before I tattooed myself and a real person. Plus it smelled nice while tattooing. I hope this helps.

I know what you're talking about... they sell it at Technical Tattoo Supply and eBay and other places... it really isn't the same thing. I tattooed myself and a lovely volunteer when apprenticing. Some places will have you tattoo pig skin, but they can't yell "oww, you're going too deep!" or bleed like crazy if you mess up. The machine (*not* called a "gun") may spark in resistance if you go too deep on a pig, but it really isn't the same. Get an apprenticeship and learn the right way.
To answer your question, though: I think it's made out of some form of rubber.

In the tv series Miami ink they used a piece of pork. The advantage of this is you can eat your masterpiece when you are finished.

I heard it was cadaver flesh. Seriously, I'm not being an As*. I heard some artists use it for practice. Maybe the person that told me was pulling my leg, but it seems plausable.

Apparently it's made of silicone. Someone mentioned pigskin but I think it's probably silicone.
