You could always ask him to go out somewhere. Keep it low key and friendly so you can get to know him first. From there, anything can develop.
If you need help starting up a conversation with him, try complimenting his outfit. I've always used that as a way to talk to guys and most of them seem to like getting compliments like that.

Sounds like slight anxeity, fits perfect in the mental health area. Sounds like mabey your not a big talker either or juss scared to talk to him, why not grab his hand and look into his eyes and smile and see how he reacts?
