yes it does !!! if you use it and is uncooked your food will taste like raw flour
if you use to much in a sauce it will affect the consistency and also the flavor cause it will absorb the salt in the liquid and you'll probably end up re seasoning

An example of what you are thinking about would help...

I've substituted white flour for corn starch (because of allergies) to thicken sauces, etc. and it dilutes the flavor a bit. Could be because you need to add 2 - 3 times as much flour as corn starch to get a result.

you have to cook flour when making roux or gravy,if you do no it will end up tasting like raw flour.
