You will get automatic credit for the annual leave and start earning leave at however many years of service you had. The formula is 0-3 years 4 hours of annual, 3-15 years 6 hours of annual and 15 years gets 8 hours of annual. You will have to buy-back your active duty years to have it apply for the FERS retirement. It is worth it, basically you are paying the Social Security amount the military didn't take out plus some interest on it. If they let you do payroll deduction like I did, then you don't even notice it.

To some extent...it will count towards the amount of leave you earn and your seniority for RIFs (Reduction in Force), but really does not completely count towards retirement...you still have to wait until you are 65 and if I am not mistaken you might have to buy the years you were on Active Duty..it reall doesn't matter to me, I will still get 80% at retirement because I was 32 when I started work as DAC...

Hey, you'd better do your research! The Government has promised our military gold and given them s--t for many years. They say your military time counts toward retirement and that you have all these preferences, then after you sucker in and spend most of your life serving your country via government service, they tell you you have to pay the government to have your military service count towards your retirement. Also, when the government wants more money, they take it from Government employees and the military through special taxes, special laws that prevent collection of social security even though you would have paid into it for many years through military service and other government service, and laws preventing double dipping or promoting Catch 22 actions.
My advice, negotiate, get it in writing and hope the government keeps its word. That being said, people who generally work for the government when they could be making millions as CEOs of corporations or twice the money doing corporate work, are generally loyal american citizens who consider that loyalty more important than money. Thank God for them or you'd be living in a third world country!

Check with your local VA rep. -- Combat time and where you
served will define how much, if any, time that FERS will
credit you with (you'll furnish your DD214 for FERS, but will
need to talk to your VA rep if you need to challenge their findings)

You may be required to "buy" that time. It will count towards your retirement.
I did that in my GS 11 job back in the States.
