Yes! This is one of the workouts they do in the Firm, which is a very effective program. They will be really toned as well if you put a little weight on the leg as you lift. In addition, rotating the leg outwards (so the top is parallel with the ceiling) is good for toning the tops of the thighs.

This is more of gluteus medius exercise. I would recommend squats with a very narrow stance ( less than shoulder width) and turn your toes slightly inward. Try it and see if doesn't hit your vastus lateralis ( outside of your thighs)

you can't spot reduce fat stores through exercise.

the most effective way to stimulate muscle is through using a full range of motion of the target muscle. you will get the best results from quad dominant exercises like the squat, leg press, etc.
