I know how to use it after a person's name now, does it mean "Dear One"?

Its a suffix. "CHKA" doesnt mean exactly "dear one", but for sure, it shows a special (good)attitude to the person, which can be tenderness, caress, love. Its difficult to explain because it has no analogue in English language. Calling a person with 'chka', you really please them!
My Name is Irina and people call me Irochka or Irinochka:)
However, it can be used not only after person's name. For example you can say nochka (from "noch" meaning "night", dochka(from "doch" meaning daughter) and so on.. its the peculiarity of my mother tongue, we always try to soften everything around us :))

It's a suffix used at the end of nouns as a diminutive.

it's a suffix, if used with a name (let's take Anya for example - Anechka) means a petname for that name
