It really doesn't matter who says it first. I believe what matters is that the person who says it really means it.

to me it should be the boy. It seems when a girl says it first the boy gets scared and panic.

Neither if your unsure when if who should say it. Words are fake if not backed up with meanful action. Once the act of "love" has proven its self, words just back up the act.

Love is feeling... Saying it is expressing what you're feeling...
