The Navy issues photo ID cards to all personnel that are constantly updated throughout ones career. There are also induction photos of all personnel. These photos are kept on file in an archive. I'd contact his last station and ask. There will be paperwork and possibly fees but you can get these photos if you follow the right channels.

More than likely they won't, however, you should be able to contact the Navy and ask them. The thing is, you won't really get the attention you want and they will probably just blow you off.
I am not sure if his picture wil be in the archives, but you can write the national archives with his name, rank, ssn, etc and see if they can't find a picture of him.

If he's dead and you are kin the FOIA (Freedom of Information Act) allows you access to certain information in his files *including a picture*
