Yes, you definitely are. I was born overseas. Also, I had a son in Germany and I was not on a military base and he is still an American Citizen. I had to fill out some paperwork to get the American Birth Certificate, but there was no question that he was American.

I had 3 children born in England (2 different tours). They were all born on military bases. They have English birth certificates & we had to register them (through the base) at the American consulate in London as Child born Abroad to American Parents & have them put on my passport. America considers them American citizens & England considers them English citizens. I don't know if that is the case in all foreign countries but in England it is & is recognized by both.
