Three weeks! That's a long time even for someone who is related. The problem is, how you tell them without totally rejecting them. They sound really clueless in assuming that you will put them up for that long. I guess how I responded would be very specific to the person and the situation -- if it was a close friend or relation in a special situation (their house burned down, they have to find somewhere temporary to live while they look for a place to live in a new city, etc.) then I might go along with having them stay that long, but they'd be room-mates -- I wouldn't be expected to entertain them or take care of them. In ordinary circumstances, I'd try to turn it around and say something like, "Oh, I'm sure you wouldn't want to stay that long -- I'm not that easy to live with" or make up some story about how that room is being used by another guest or whatever. If you have family, you're in luck because you can blame it on them -- I'd love to have you but my husband likes his privacy and doesn't allow ANYONE to stay for more than a week..."

Absolutely it is OK, no one should feel pressured to have house guests for 3wks. That is a very extended visit, and perhaps they should consider paying rent for the month if they need to stay for such a long extended amount of time. However, I can see where under some circumstances this may be allowable. However, this is a very personal decision, and you will have to weigh it all out and make the choice. Ah yes,,,the guests that never leave!
By all means, it is OK to say no for such an extended period of time in your home.
There are always polite ways of doing and a million valuable points/explanations for such a decision.
ie, We would love to accomodate you however, this is a really busy time for us -- how about (and then suggest alternatives, such as a shorter visit, another place to stay, etc)

Definitely. I would politely tell them of an extended stay hotel near you and offer to book a room for them. You are under no obligation to house and feed guests for that long.

normally its ok to say No
the exception is if its a parent or grandparent of your Mate.
(spouse, room mate, significant other etc)
and your mate likes the idea of their visiting for three weeks
then you let your mate have the final say.
if you are the one stuck with the cooking, cleaning etc.
you can ask guests staying that long to help after all you are not
a hotel maid etc.

Oh my goodness! I can't imagine anyone asking to impose on you for that long. Benjamin Franklin had it so right when he said, "Fish and guests stink after three days." I would not make any excuses, but would tell them flat out, "No, I'm very sorry, it doesn't work for us to have guests for that long. It just won't be convenient. But we'd be happy to host you for a weekend."

It's definitely fine to tell them NO. It's your house. Are they relatives? Relatives get a maximum 5 days. Friends maximum 2 days. This is just my opinion!
