The "soul" has a myriad of definitions in the Bible, and in the dictionary.
If you are alluding to our "spirit" or our "life force" , with or without our memory, then I suppose it might be a good idea that those who were disharmonious in nature should be quarantined away from those people who are, or who have been born again into being Harmony-loving in nature.
Jesus spent his entire life and death teaching us to forgive each other in order to be born again into having a "spirit" of no longer holding a grudge against someone. In that sense, he paid the price of supporting a "forgiving spirit" right up until the end of his life here on Earth. In that sense he paid the "ransom" of proving he meant what he said. To the Jewish Christians, Jesus' blood, represented the blood atonement required by their previous religion. Paul and Peter wrote that we could be saved from Hell, simply by believing that Jesus' blood was that atonement for all sins;past, present, and future sins. Jesus explained it a little different; he said to
1. repent of you sins (admit them, ask God for forgiveness,and try not to repeat them,
2. Be born again into an attitude of forgiving those who have hurt you.
3. Ask the Holy Spirit to witness to you, that if you have been born again into a forgiving spirit, you will go to Heaven after your stay here on Earth.

If you cross reference that verse to Romans 2:9, you will see that the soul that sins has everlasting tribulation, or dies. The soul is immortal and because of the sin of one, Adam, all died, or have damnation. Because of the death, burial and Resurrection of Jesus, all can live. Jesus ransomed our souls back to God by his death, and when he was risen from the grave (or hell) the third day, he sprinkled his blood on the alter of heaven for the remission of sin. The last sacrifice of blood needed. Proof of that fact is when he talked to the disciples after he came back, he said, handle me and see that I am flesh and bone. He had no blood because it remains on the alter in heaven. So, instead of eternal death, hell and the lake of fire, we can have eternal life, heaven.

If the soul were immortal, then the resurrection would not be necessary. But the soul does die. Eccl. 9:5 says: "For the living are conscious that they will die; but as for the dead, they are conscious of nothing at all." Ps. 146:4 also describes the condition of one who has died: "His spirit goes out, he goes back to his ground; in that day his thoughts do perish."

The "IF" word is the key to the answer for this question. Clearly, the soul is not immortal and those who teach this are incorrect either accidentally or to intentionally mislead those who do not check the Bible for themselves.

Death, as referred to in the bible, is more often than not a spiritual death. Spiritual death does not imply an end to the spirit, but implies that the soul will go to hell. Mankind needed the ultimate sacrifice, Jesus Christ, to purify them of their sins that they might have a way to be with God in heaven.

Please read the context. When you read the context it is clear that he is talking about physicla death and not "spiritual" death. He contrasts living and death throughout this section.
"The Soul who sins" this is saying the PERSON who SINS. Like when people say...Oh that poor soul....they are not talking about thier actual soul but the person.
Even in OT cutlure they believed in some sort of eternal state. However for much of the OT period they believed that all people good or bad would decsend into SHEOL or "the grave." A realm of eternal living for everyone.

Because the immortal soul either resides in Heaven or Hell. In order to go to Heaven, your sins must be atoned. We achieve atonement through Jesus.
The death spoken in this verse is eternal separation from God.
