if you were born on or before 2 September 1929 then it's free else you pay £66 for the standard service like everyone else. The Passport Office http://www.passport.gov.uk/ has the fees and details on how to apply.

There is a special discount if you are an senior citizen in Ireland so maybe there is a discount in the UK - check it out on your passport office website

They're not. (I can't imagine this government giving a concession like that unless you were 105 and had both parents present to countersign.)
