No, that is just a ridiculous justification for continuing prayer. If god created the universe, and exists in all times and all places do you think he gives a rats *** about whether your dad lives an extra 2 days so he can see your child born? He killed someones(job's) family in a bet with satan and you think he cares if you get over your cold? He killed all the first borns in egypt because one guy (the pharoh) was opposed to his will and you think god really cares if your sick aunt can die without any more pain? Get over yourselves.

Yes He does- Waiting can be the hardest sometimes, because we as humans want answers instantly- for the ones that say God only answers yes or no- remember this sometimes God wants us to wait- not to make us upset, but to teach us that prayer is not getting God to do our will, but getting us ready to do His. "PRAY WITHOUT CEASING".
