This is something that will have to be adjudicated on a case-by-case basis. Of particular importance will be the circumstances of the bankruptcy and whether or not there were/are other financial issues. Another thing to consider is the competition for jobs. There are enough people trying for these jobs that your financial history may be used as a reason to decide that somebody with a better financial record is better qualified.

Filing a Chapter 7 is only part of the picture with respect to your security clearance. One risk factor in a security clearance is financial stability. In theory, a person who is under great financial pressure might be more susceptible to an offer of a bribe in exchange for secrets. In some case, a Chapter 7 might even help you because your debt problems are theoretically gone.

Your best bet is to be open about the bankruptcy and how that you've been financially responsible since that time. If you've conducted yourself properly, this will reduce any negative impact on your background search.

I wouldn't think so because I worked for Treasury and Justice and was forced to file Chapter 13 due to a divorce during that time and it did not bother my clearance. They're concern however would be that employees are not using good judgment in their spending and not paying creditors, which impacts their ability to do their job, both of which did not apply to me.
