We will be there in May for the Indy 500 and have decided to stay on the "outskirts" of town to try to save money, but we would prefer a nice clean suburb.

Northeast side is the "best" area...But if you are coming in May for the race, you'd better make hotel reservations REALLY SOON (don't wait)...The whole town fills up at that time...

Edit:

Fishers and Carmel are NOT near Speedway...It will be a 40 minute drive in good traffic (and during the race the traffic in Speedway is bad)

Fishers and Carmel seem to be the "hot" locations right now, but there are definitely population "boom" problems. The school systems are good, but only if you can find space for your children in them. My sister just recently moved to Fishers, and the school systems are so packed that her son is on a waiting list for kindergarten! Personally, I'd be very concerned about two distinct issues in either of these two communities: #1) They don't have enough room in their schools to handle the numbers of children moving to the area, and #2) The traffic to get from Fishers to downtown via 69 is terrible (45 minutes to an hour one way on a GOOD day) and from Carmel is the same distance on 31 on a good day! I'd suggest looking toward the southside of Indianapolis (i.e.--Greenwood) for an easier commute and family-friendly neighborhoods. One question though: Why not move to Indianapolis itself? Why are you looking for a suburb? There are some very good low crime areas in Indy that are affordable and family-friendly. The Indianapolis Public Schools are NOT good, but all the township schools are much better, especially Washington Township schools on the near north side of Indianapolis. We also have some GREAT private schools. I'd look into moving to Lawrence, Washington Township or Broad Ripple within the city limits. Your commute time would be reduced by at least half. You won't be unhappy. My only complaint about the city and suburbs is that we don't have any type of public transportation. There are just waaay too many cars on the roads!

Fishers, Carmel (kind of expensive), Zionsville - they are all great towns/cities. Fishers and Carmel are both well taken care of and are relatively close to the Speedway. (I live in Fishers and it's right off of I-69) I hope this helps!

Westfield is about 30 minutes north of town and offers a lot of shopping, restaraunts, etc.
