First, get you battery fully charged, put it back on the vehicle, then try to start it. If it drags then it is the starter. If it turns over and does not want to start then it could be too many things. From clogged fuel filter to needing another timing belt.

What you do is get the Haynes Repair Manual for your Year and model of vehicle at Auto Zone, or another automotive repair shop. The manual will show you what and how to do the repairs.

Could be, or it could be something as simple as the neutral start safety switch. Try starting in neutral (foot on the brake please) instead of park and see if that helps any.

If not, check the battery, then the solenoid, then the starter until you find the problem. Even with a low battery it should at least click when you try. Got a battery charger? Put it on the battery overnight.

My wife had a 90 ford tempo that had similar problems and we found out the tempos had bad alternators and alternator wiring harnesses. We gave ours away before we found this out but the people we gave it to had the alternator and the associated wiring fixed and worked fine after that.
