I've never 'registered' a dog in Texas and I don't know of any law that says you must......

If you get a "cheap" Bulldog, you are going to likely get a dog that will need a lifetime of excessive vet treatments. Unregistered means backyard breeder or puppy mill and these people don't bother to ensure a healthy litter. Ensuring a healthy litter costs a lot of MONEY and is why this breed can be rather pricey. Trust me, it's worth that cost. An unhealthy dog can cost so much more than that "expensive purebred from a reputable breeder" in the long run.
My friend has a rescue bulldog. He's very sweet, but sadly had the genetic mange. His parents obviously had it and a good breeder would have NEVER produced any litters from a dog with this. So he is obviously from a backyard breeder. My friend will spend a lot each year to ensure his mange is kept under control. It can't be cured and can flare up at any time.
Save your money up for a healthy dog, or it will cost you way more in the long run.

Your best bet, in my opinion, is to look through rescue groups in your area. Just type in English Bulldog rescues in Texas. I currently own an English Bully and while people think she's awesome and super cute they don't realize the upkeep that comes with them or the hyper-activity they can sometimes have. Because of this there are several recue agencies because people do not know all the things that come with that incredible cute, wrinkled up, flat face. You can go to these rescues and not only are you doing something great, but you'll also find the perfect dog! GOOD LUCK!

Google bulldog rescues in your area. You're not going to find a puppy from a breeder for cheap

Have you tried googling for english bulldog rescues? these dogs may not be registered and can often be adopted for a reasonable price. You may have to drive to get them and they may not be puppies but rescue societies often have great dogs :)
