That was a line used in a script by a British comedian, Benny Hill on his TV show, The Benny Hill Show, in the 70's. The skit was a spoof on the 6 million man and woman TV show. There baby, played by Benny, was always quiet and one day he started to speak and when they asked why he had not spoken til then he blurt ted out the line. Still funny but old.
