How do I stop my 3 year old from picking his nose?

My 3 year old picks his nose to the point of bleeding. I've tried ignoring it, slapping his hand away from his nose, and talking, all to no avail. I'm worried that he might injure himself!

put pepper in his hand or fingers. everytime he does it will make him sneeze or burn.
