Because boys are stupid. Many grow out of it by the time they are 30 or 40.

That is the key word to your question. Because they are boys and not men. Boys act immature around women is because they are inexperienced and do not know how to treat a lady. Hopefully in time and age they will know what they are doing wrong and will correct them the more they interact with girls.
Men on the other hand know how to treat a lady and know how to act aroun them. They know how to be smooth, suave and be the gentleman every woman would want to be with. That is because they know what they want and how to get it.
