Why do you need to tell him? If he hasn't told you then don't you dare tell him that first! If he tells you he loves you, reply with 'I love you too'.
If you're already dating this guy, let him tell you first. If he hasn't told you so far then don't tell him and hope he'll recriprocate. If you do tell him and he says it back you'll never know if he means it or is saying it because he thinks it's what you want to hear.
If he hasn't told you yet then why would you want to tell him? What would you be hoping to acheive from that? Don't be fooled into thinking you'll get the outcome you want by telling him you love him. And also don't fear that if he doesn't hear those words from you he'll lose interest. On the contrary, a man is always more intrigued when he's not totally sure of what you feel.
If you're not even dating him yet then definitely don't tell him as you'll have him running for the hills.
It might seem hard but it's always best to protect your dignity and let a man do the work. If he thinks he's got you - which he will do if you tell him you love him unprovoked - then he'll have no incentive to keep working for your affections. However, if he doesn't get it all from you easily, he'll keep on working to make sure he keeps you interested.

Gotta laugh at myself after reading this question. Was in the same shoes you are. Just like 4 days ago. I knew I loved him, but I wasn't sure what he was thinking. I invited him over Friday night to watch a couple of movies and told him that I thought I was falling for him, just to test the waters. He said "well that's good" but that's about it. (you know how guys are...) We didn't see each other on Saturday, but talked on the phone a few times. Woke up on Sunday afternoon to a text from him that said "Good morning. I love you. me" that had been sent Saturday night. Also had a voicemail from him before the text had been sent, so he knew my phone was off for the night. (flips right over to voicemail when it's shut off, and he's known that since we started dating.) When I talked to him Sunday, he said he didn't really want to say it via text but he had thought I'd like it when I woke up. It was sweet...something I'm surprised I didn't think of...lol.
Looking back, I like it better when the guy says it first. I've been in both situations and I have a feeling that no matter how my guy would have said it (stick a note under my wiper on my car, over the phone, in person...whatever) I still would be floating on air like I have been most of this past weekend.

I find that the best way to say something is to just come out and say it. Don't beat around the bush. Beware, though, most women want to hear those same words expressed to them when they say them. Most men don't come to the realization at the same time as a woman as far as being in love. So, don't be too disappointed if he doesn't respond to what you have told him the way you desire.

* Write it on a piece of paper
* Send him an sms
* Get a card
* Hire a hot air balloon with these words, and let it fly by his office / house
* Compile a CD with song about " not knowing how to tell you that I love you"
* Fiddle with his cell phone and put I Love You as his welcoming message
* Tell his mom ; if she is a gossip, he will know in no time
* Place an add in the newspaper
* leave a not on his car's wind shield
Or just open your mouth and say it.

Valentines day is a great oppertunity.....but first do try to work out whether he likes you back, to avoid you feeling embarassed or putting him on the spot. If he likes spending time with you, and seems to be interested in you aswell, then go for it girl! however if you've both been the best of friends for years, then be careful. Ask him for a date first and see if he likes you.
Never tell the guy you love him, asking for trouble there.
Send him a small note to see if he knows you are around also.
There are more out there if this does not work.

Make him a pizza out of one of those cake pans that is shaped like a heart and then write in his favorite topping "i Love u" Never tried it so if u do tell me how it goes.lol
