I have some acquaintances who are police officers in Cape Town. They are all really nice people.
Most of them try to make a difference however it can be very frustrating for them.
Often they arrest someone, risking their lives in the process only to have to chase the same guys the next week because they were released on bail or paid someone to "lose" their docket.
You really can't blame them for being less willing the next time.
Also there are too few prisons and policemen.

I live in SA. one night our alarm went off and not only our alarm company responded but the police to. They checked everything out and we found that something had just fell over.
They also patrol the streets in the evening, so I don't think there is anything wrong with our police system.
