Whenever my laptop resumes 4m screensaver(after password),desktop toolbar seems to remain hanged for somtime?

This is a common problem with laptops and is most likely caused by lack of Ram in your system, and sadly unless you upgrade your Ram there is very little that can be done.
It takes a lot of Ram to resume a laptop and it will take a while for the display to settle.
