I'd go for simple, versatile things - arts and crafts materials, paper, paint, pens, empty cardboard boxes, washing up liquid bottles - rather than buying anything 'educational' (which will probably also be expensive and, perversely, more restrictive in terms of what can be done with it).

Any toys which require thinking, problem solving, imagination, creativity and/or physical involvement. Quite often the best toys are the simplest ones because the children can bring their own ingenuity to them and toys that don't require excessive adult intervention.
