What country is the early to mid 1990's ford ltd made by? Is it America?

The car is sold in Australia but looks American so im not too sure. Ford is an American company but certain models are made in different countries so...also is this car worth getting? should i get the 6 or the 8 cylinder version?

look at vin plate in lower driver side windshield. if first number is 1 made in America. if 2 then made in Canada
