There are many things in India, which may look strange to outsiders..
When I was in America and Europe, I was equally surprised on Druggies, young girls becoming preganant, abuse of children by family members, Bishop alluring young boys....
so better do not feel worried about Indian culture

you saw them naked b,coz they live naked..they are naga sadhus and as Aum has said they normally do not move among the people other then on Kumbha festival.
Running has no importance other then showing excitement towards taking the bath which is considered holy.

They are called digambars.....which means ppl those who have the 4 directions (east west....) as their clothes...
the significance is that they have renounced the world....
once a person asked buddha, how do I become perfect?
buddha replied , "give up imperfection"....
The world with its selfishness, hatred , jealously , lust etc is imperfection......so the sadhus give up the world and worldly pleasures and objects....
They are forbidden from having any possessions....they give up everything even clothes.

It's a sacred river, and is considered infallibly pure. Now you and I might see a dirty river, but to them there is nothing cleaner - spiritually. The swim in it to cleanse themselves spiritually in reverence of their gods. It's a bit like baptism in Christian culture.
