Means it's not a bag of loose has browns, but formed into little individual servings, similar in manner to what McDonald's sells.

Correct, individually quick frozen: That is how the hash browns
remain frozen, but loose in the freezer bag.

That way you can take out exactly what you need and use the
rest another time.

Same as chicken, fish etc.
