Does anyone know how best to remove woodchip wall paper, i have a steamer but should I perforate it first?

No, but if you soak a sponge in warm soapy water then soak the paper before steaming it helps. What ever you do wood chip is hard to remove, good luck

I have never seen wood chip wallpaper. Does it have a regular paper backing and is attached with normal wallpaper paste? or are you talking thin sheets of wafer board attached with construction adhesive? if it is paper and wallpaper paste, perforating might help. if it is the other, good luck.
