Because a woman's body is considered beautiful and seductive and because men have a 'stronger sexual drive' and easily loose control ;-) woman must take the responsibility for the Muslim man to keep his chastity.

Becoz in the times of Sultans or Mughals, women were looked upon as objects of sexual harassments. I mean it. There are historical facts to prove this. But the kings got fed up with such complaints and passed a law that all women, regardless of religion have to cover their bodies and faces when they step out of their houses. Since majority of the women were Muslims then, it became their tradition. And today's world isn't much different and the tradition continues... :-)

Let us first analyse what the position of women before the advent of Islam. The Roman economy benefited greatly from the prostitution of women through tax, it was common culture for men to visit brothels and “streetwalkers”. Enslavement into prostitution was also sometimes used as a legal punishment against women who committed crimes (Wikpedia).
Also in Ancient Greece women also served as Hierodules in order to provide Hieros Gamos. It is an ancient ritual in which participants believed that they could gain profound religious experience through sexual intercourse.
A similar practise was found in Babylonian civilisation. where each woman had to reach, once a year, the sanctuary of Militta (Aphrodite or Nana/Anahita), and there have sex with a foreigner, as a sign of hospitality, for a symbolic price.
Yet here are civilisations considered by the modern world as the most glorious of all civilisations.
There were also great problems for the women of Arabia when a female child was born the father, so ashamed, would bury his child alive in the desert. This was the terrible reality and level of status of women in Pre-Islamic Arabia.
It is also important to note that this practice has now reappeared in India where foetuses are being aborted based on whether it is a boy or a girl. A problem only highlighted when Radiologist Anil Sabsani was prosecuted for revealing the sex of the child and offering “to take care of it”.
However Islam has forbid this evil.
"When news is brought to one of them of the birth of a female child, his face darkens and he is filled with inward grief. With shame does he hide himself from his people because of the bad news he has had! Shall he retain her on contempt or bury her in the dust? Ah! what an evil they decide on?"
Quran An Nahl Chapter 16 Verse 59
And when the female (infant) is buried alive (as the pagans used to) shall be questioned.

Today Western women “claim” to be on equal terms with men just because Jodie Marsh can go out with nothing but a belt on. They “claim” women don’t have to stay at home and look after children any more, they can work, however the pay may not necessarily be the same or they may not get the top jobs.
So how did Islam uplift women out of this oppression and how does it still liberate them? How is Islam liberating women compared to the western society? Does that make men and women equal in Islam?
The western media often attacks the Hijaab or the Islamic dress code stating that keeping a woman behind a veil is degrading. When we discuss the Hijaab people automatically think of a women behind a veil, however Hijaab also includes conduct and behaviour.
A Non- Muslim woman once asked the question if the Hijaab is for modesty why aren’t the men told to keep in control of their desires rather than telling women to cover up? A fair question, well the answer is men also have a Hijaab, in fact men are told their Hijaab before the women and Islam doesn’t just tell men to control any wrong desires they may have Islam gives them a way to control them.
Say to the believing men that they should lower their gaze and guard their modesty: that will make for greater purity for them: And Allah is well acquainted with all that they do.
Quran an-Noor Chapter 24 Verse 30
You can look once but if any desires come into your mind you can look the second time.
Only then are women are told
And say to the believing women that they should lower their gaze and guard their modesty; that they should not display their beauty and ornaments except what (must ordinarily) appear thereof; that they should draw their veils over their bosoms and not display their beauty except to their husbands, their fathers...
Quran an-Noor Chapter 24 Verse 31
According to the Quran and Sunnah there are basically six criteria for observing hijaab:
1.The first criterion is the extent of the body that should be covered. This is different for men and women. The extent of covering obligatory on the male is to cover the body at least from the navel to the knees. For women, the extent of covering obligatory is to cover the complete body except the face and the hands upto the wrist. If they wish to, they can cover even these parts of the body. Some scholars of Islam insist that the face and the hands are part of the obligatory extent of ‘hijaab’.
All the remaining five criteria are the same for men and women.
2.The clothes worn should be loose and should not reveal the figure.
3.The clothes worn should not be transparent such that one can see through them.
4.The clothes worn should not be so glamorous as to attract the opposite sex.
5.The clothes worn should not resemble that of the opposite sex.
6.The clothes worn should not resemble that of the unbelievers i.e. they should not wear clothes that are specific identities or symbols of the unbelievers’ religions.
Men are also forbidden to wear gold and silk
Allah's Apostle ordered us …
to follow the funeral procession. to visit the sick, to accept invitations, to help the oppressed, to fulfill the oaths, to return the greeting and to reply to the sneezer: (saying, "May Allah be merciful on you," provided the sneezer says, "All the praises are for Allah,"). He forbade us to use silver utensils and dishes and to wear golden rings, silk (clothes), Dibaj (pure silk cloth), Qissi and Istabraq (two kinds of silk cloths).
Sahih Bukhari Book 23, Number 331
Since this section is about women I will relate Hijaab and its necessity to women.
O Prophet! say to your wives and your daughters and the women of the believers that they let down upon them their over-garments; this will be more proper, that they may be known, and thus they will not be given trouble; and Allah is Forgiving, Merciful.
Quran al-Ahzaab Chapter 33 Verse 59
Logic tells us also that a woman who is dressed modestly i.e. not “flashing her assets” will attract far less attention than one who is dressed in a short skirt and tight t-shirt, from the likes of white van drivers and builders.
The biggest fear women, in general have is that of rape. Lets take a look at Britain for example the punishment for rape tends to be imprisonment. However a Sky News report, tells us that
Up to 40 rapists are being cautioned instead of being prosecuted...
The annual number who admit committing rape and then accept a caution has more than doubled in the past decade, Home Office figures revealed….
Currently fewer than 6% of rape cases reported to the police result in a conviction.”

What does Islam do with these rapists?
Under the Islamic shariah, a man convicted of having raped a woman, is given capital punishment. Many are astonished at this ‘harsh’ sentence. Some even say that Islam is a ruthless, barbaric religion! I have asked a simple question to hundreds of non-Muslim men. Suppose, God forbid, someone rapes your wife, your mother or your sister. You are made the judge and the rapist is brought in front of you. What punishment would you give him? All of them said they would put him to death. Some went to the extent of saying they would torture him to death. To them I ask, if someone rapes your wife or your mother you want to put him to death. But if the same crime is committed on somebody else’s wife or daughter you say capital punishment is barbaric. Why should there be double standards?
