All of the other answers have been about seaplanes, and they are all correct. However, the question was about SKIplanes, and the answer is not the same.
Seaplanes are considered a different category of aircraft from landplanes, and as such, require a separate certificate and checkride.
Planes equipped with Skis are NOT a separate aircraft category, and therefore do NOT require an additional certificate. They also do not require an additional rating ro be obtained. This is one of those loopholes that the FAA has never closed.
But always remember, just becaue it's legal doesn't mean it's smart. If you plan on flying on skis, you had better get some serious training before attempting it yourself.

Yes. A ski equipped airplane has different characteristics from a wheeled machine. Similarly with floats you need special training and an endorsement.

The others don't know what they are talking about and/or just want to impress someone.
As pdkflyguy said, what is legal and what is smart are two different things. I wouldn't fly skis, even tho' I would be legal, unless I was checked out.

Yes, if you're going to fly a seaplane you need a seaplane endorsement which consist of 7 hours of basic training, be at least 17 years of age and must hold a private license or higher.
