Milk has water in it which turns into steam... steam pushes the milk up....
... if the milk has a skin covering it you will notice that at some places in the surface small crates are formed... that is the steam forcing itself out....
... this can be dangerous as when steam escapes... hot liquid flies out too .... just keep your face away and of course keep children away!

Milk solid molecules change the surface tension of the liquid (the pure water portion) forming bubbles that do not break easily when the liquid is heated, taking up more room in the vessel.
