Are cell phones and digital camera allowed in the cabin on Delta Airlines International flights?

They sure are. I just flew from the US to Amsterdam with my cell phone, a bulky digital SLR camera, AND a digital camcorder.

Yes, you can carry both on. Of course you can not use the cell phone while in flight. I carried my cell phone and camera on board going to Scotland on Delta and to Ecuador on Continental recently. Have a good trip!

Carry it on. You don't want to have your camera or cell phone lost by some luggage handler.
You should be able to turn on your camera during the flight. Of course, there is very little to take pictures of on an airplane.

There's really not much to choose from between airlines anymore. Service sucks, entertainment is ho hum and as far as the planes go, who really cares? As long as they take off and land safely that's all that really matters. As far as airports go, I find DFW an easier airport to get around in and it's far more modern than ATL.

I believe so. They just don't want you using them in flight. Carry on should be okay.
