What documents will I need to do this .Iwill supply letter of introduiction .Will I needtheir Passport etc. or can they do this bit in Ukraine

No, in the case of both the US and UK. The procedures are almost the same in both cases, so I will only talk about the US.

You can not arrange for a VISITOR visa for anyone, and they can not be issued for a Ukrainian citizen anywhere except by the US Embassy in Kyiv if it is a first visa to the USA.

The person who wants to visit must fill out an online application, submit it, print it out, and then apply (with the electronic filing number they will recieve) to the US (UK) embassy for an appointment.

The person will then visit the embassy on the specified date and time, and will talk to a consular officer about their trip. They must "prove" that they fulful the requirements of a visitor visa, which is essentially "prove you will return, and not become an illegal alien".

They must pay a visa fee prior to their appointment, and if they recieve a visa, they will be required to pay an "issuance fee".

The UK has a similar site, but I am too lazy to look it up right now. Do a google search on "UK Embassy in Ukraine". Their procedure and requirements are almost the same as the US.

Ok is this a family member if so there should not be a problem. Why are you arranging the Visa this can be easily done in Odessa everything required is online. The consulate in Kiev may require an interveiw if they believe that this person is going to attemp to work they are far from stupid. I lived and worked in Ukraine for 3 years and though i enjoyed the country i found most Ukrainians deserving of there reputaition as conniving and devious. This person can and should deal with there own travel documents it is there in Ukrainian and English the fact that you are doing it makes me very suspicious. This is not a racist thing this is just how they are. I hope to god you are not sending any money via cash transfers. if this is a family member then i apologise unreservedly. If this is a girlfriend then i would step carefully and be very suspicious. Have you visited Ukraine?

If you are a citizen of the U.S. you are truly naive about the "open borders" of our country. Our country has NO true open borders except to citizens of Canada. We do NOT allow tourists here on a whim. The foreign visitors you see around you sometimes required years of trying to get a tourist visa.

Go to the State Department's website and you will see why. The first statement is "We assume you want to become an illegal immigrant so you must PROVE beyond a shadow of a doubt to a middle-income, bored / angry / disinterested / hungry / stupid / frustrated (pick one or more on any given day) employee of the diplomatic corps that you will absolutely, positively, 100% certainly LEAVE the US before your visa expires and we will make the application process as difficult and inconvenient to you as is humanly possible. You are NOT welcome here."

You did not say a visa arranged for WHAT COUNTRY? USA? Great Britain? Another country? Be more specific.
