You can't do this with a splitter/combiner and a cheap RF modulator. If you had a very expensive, broadcast-quality modulator that won't splatter to all of the other channels, maybe you could, but it would be cheaper to wire composite video everywhere and use the TV's video inputs.

To use the RF coax, you need to switch the RF modulator in when you want to see it. You need a remote RF switch, like the one from Radio Shack and a remote extender, like the one from Crutchfield. That will allow you to remotely switch the RF from anywhere you can see the remote receiver. You can buy additional receivers for different floors/rooms, if you need them.

You can set it up to switch in when you want to see it and put static on everyone else's channels or set it up to just allow viewing of the camera and nothing else.

1st option (static when viewing)
cable ------------------> splitter/combine -> house
Cam/RF -> switch ->
(goes to one side of switch, switch goes to splitter/combiner)

for 2nd option (no other TV when viewing)
cable -----> switch -> house
Cam/RF->

Or, you can add a Leapfrog repeater (3rd link) and put a receiver on every TV you want to view it. Use the composite video outputs so you don't mess up the cable signals (again). More $$, but no interruption of TV to others.

It's hard to answer the question fully without knowing more information. If you have cable I'm assuming that you have a box that came from the cable company. That box then goes to your TV and you view the channels on the channel 3 or 4 on your TV, but you control the channels through the cable box, right? If this is so, what I would do is get another splitter, but use it in reverse on the cable going from the cable box to the TV and add the modulator there and put it on the channel your cable isn't on. Does that make sense? Anyway if that doesn't work, maybe your modulator is broken. If you need a new one or any other CCTV needs try the link below.
