if you pedestrain cross the street regulamentary and one car comes from a perpendicular street ( for example you cross to N and the car comes from S or N to E or W) then who has priority first?

i don't drive. I noticed that cars most often wait for pedestrians but not always.

What does "regulamentary" mean? We need more information. What traffic control signals or signs are at this intersection? Contrary to popular belief (how many times must I drill this into the heads of people here), pedestrians DO NOT ALWAYS HAVE THE RIGHT OF WAY. Anyone who thinks otherwise is plain ignorant and needs to read the law.

If there is a traffic signal at the intersection in question and the vehicle has a green light, the right-of-way belongs to the vehicle, not the pedestrian.

Also, pedestrians do not have the right to cross a street in a crosswalk anytime; they must wait for an appropriate break in traffic.

If its at a pedestrian crossing(usually a stop sign) then you, But if the car is coming down the street its the cars right of way you cant just walk infront of a moving car.

But yes you are right move somepeople will slow down or even stop to let people by.

Yes it varies by location, but if you are crossing in a designated crossing area you always have right of way. As a rule pedestrian typically wins the right of way argument. I guess if you get hit you are a winner and a loser all at once.

like mentioned above if you are in US or Canada the law says pedestrian has the right of way in a croswalk, but i wouldn't trust it. on the other hand in Asia and many other parts of the world, the driver has the right of way. you should always be careful. who was right or wrong means nothing to a dead pedestrian.

Depends which country u r in. If it is Canada or US then pedestrian maybe unless the driver is not from the country. If it is Russia or Pakistan then I say good luck!
