well even in livin in the city, im sure you can find a good deal on a used one in sf, im from san jo , if you get one like in a diff state yea maybe youll save some hundreds and then spend om en shippin good luck, a used honda accord will be a good car for those sf hills, they reliable its a hondaa

san francisco is a big metro area so, you should be able to get a good deal there. head to a lot that's a good distance from where you live and tell them you will not be in the area again. they will be most likely to give you their best deal that way.
are you a payment buyer? if so, tell them up front what you want your payment to be minus $75-100. they will try to bump you up to a higher payment so, plan for it - quote low.
ask to see CarFax on the car. this will tell you if the car has been wrecked and also, what the retail blue book value is.
if you are buying an american car, you can expect to get it for $1000-1500 under blue book, if not more - ask for it.
if you are buying a foreign car (japanese, in particular), you may only get a few hundred off, but ask for $1000-1500 anyway.
let them know you are a serious buyer and if you're needs are met, you will take the car home right then. (even if you won't)
sit down with them and forwardly remind them of what you want and ask that they don't play games with you but, don't be rude about it - no need to be.
once you have your price and payment agreed upon, they will have you wait for the finance department. this is where you really have to be wary because those guys are experts at squeezing money out of you and that is their job. they will try to sell you everything from gap insurance to extended warranties to road side assistance to accessories.
it is illegal to force you into an extended warranty so, don't fall for that. if you are taking out a loan and will be upside down because of a low downpayment, i strongly recommend gap insurance. it covers any balance due the bank should you total the car and doesn't cost much.
the extended warranty is a thing that can really ease your mind if the car is older and can be of benefit IF you have mechanical problems, but this is up to you. if you work on cars yourself, have friends that do or, already have a good mechanic you trust and can count on, you may not need this.
remember when buying a car, the car is just the first part of the sale. a lot of people get what they want out front, become comfortable and then, blow it in finance. i've seen finance get $200-300 more a month over and above the price of the car. so, beware and prepared.
if you don't have car insurance already, speak to a broker before you go to look at cars. find out what you have to do to get a policy written at the time you find a car. do not buy insurance at the dealership from someone they refer you to! it will cost you a lot more!
you used to save money if you bought out of state, but the industry got wise and so, this is no more. you would have so many fees on the transfer that you'd end up spending more money than you'd save.
well, those are my hints on buying a used car.....

I wouldn't buy in the city; the sales tax is higher than in surrounding cities.
No way to avoid sales tax. And even if you buy in a state where there's no sales tax, when you register in California you'll have to pay the California tax.

Your better off getting one from a dealership in cali because they have strick emissions and a dealer ship would have to sell a vehicle that already passes the test as to say a private owner and some states dont have emissions.
unless whoever you buy it from can prove it passes recently so you dont have to worrie about buying new exhaust or sensor, and misc tune up junk. :) good luck.

Umm i don't know about the TAX thing in Oregan,...But
I would recommend this, try searching on something like (auto trader.com) for the car you want or can afford, try getting a (Auto LOAN) with your local credit union or your own bank-if needed-and buy the car from someone you want and who has cared for it well they may have all of the maintenance recieps for you to see or have. You can always set up a test drive and "check it out" date with the Private party or dealer which-ever you choose. Overall make it easy on yourself, search local/buy local.

You won't save any tax by going out of state. CA will charge the use tax when you get your tags. No way around that.
