A brown field development is one which takes place on land which has been previously been used, or built on, or exploited for some industrial purpose. (The remains of which may have an impact on future use.)

A green field development is on which takes place on land which has never been used before for industrial or building purposes. When the developer arrives, the site is still covered in green grass!

Typically in industry, these terms refer to plant expansions and new plant construction.
Brown field would be the expansion or new part added to an existing plant or development. The expansion or new part requires tie-ins to the existing facility for one or more parts (electrical, water, waste streams, shipping and warehouse, etc.)
Green field would be a new plant or development where maintenance of existing production would not be effected.
