What kind of civil? Roads, site grading, etc??? If you are a PE, do some cold calling of construction firms. Many states require utility placement permits be signed by a PE and you can make a fair $ laying out and signing off on those - you typically need to do field measurements, though.

Good drafters are hard to find, call some civil firms and see if they need anyone to take up some freelance work.
