First I would finish my question, then proceed to pave over everything. This would prevent any of that pesky environment from getting to your house.

I would put cross town freeways in tunnels under the city. So much polution is generated by autos stopping and idling.
I would also make sure we had a trolley or train track down the center of every new freeway built and added to existing roads.
I would make public transit free paid for by taxes on SUVs.

Good and clean roads
Good trash disposal and recycling system.
Lots of green trees and some lakes.
Ban use of chemicals and pesticides
Good public transportation to reduce personal vehicle usage and pollution.
Clean and green houses which use clean fuel technologies like solar,wind etc.
